Alaska-based · Statewide & local races

Campaigns built for the ballot Alaska actually votes on.

Orca Consulting Group is a political consulting firm working across Alaska — from Anchorage assembly seats to legislative districts spanning hundreds of roadless miles. We bring young voters into your campaign, and build the plan that gets you to the vote goal.

What we do

  1. Youth Voter Outreach Registration, peer-to-peer organizing, and turnout programs built for voters under 35.
  2. Campaign Planning Targeting, path-to-victory math, message architecture, and a calendar you can actually run.
Our Services

Two disciplines, one campaign.

Most campaigns don't lose on message — they lose on math and on the voters nobody bothered to call. We work on both at once.

Youth Voter Outreach

Under-35 voters are the most persuadable and least contacted bloc in Alaska. We build programs that reach them where they are — campus, work, and phone.

Campaign Planning

A campaign plan is a budget with a theory of the race attached. We build the vote goal, the universe, the message, and the spend — before the first door gets knocked.

Built for Alaska

One state, forty House districts, and no two alike.

A campaign plan written for a Lower 48 media market falls apart the moment it hits a district with no road in. Alaska's ballot has its own rules, its own geography, and its own arithmetic.

  • Top-four open primaries and a ranked-choice general — second-choice math is part of the plan, not an afterthought
  • Districts that mix urban precincts, road-system communities, and villages reachable only by plane or boat
  • APOC reporting calendars, contribution limits, and disclaimer rules handled in-house
  • Vote-by-mail, early voting, and Election Day treated as three separate turnout programs

How we work

A written plan, then relentless execution against it.

Every engagement follows the same spine. What changes is the district, the budget, and the opponent.

  1. 01

    Assess the race

District history, turnout curves by precinct, registration trends, the opponent's file, and an honest read on the candidate's assets. We tell you what the race actually costs before you commit to it.

  2. 02

    Set the vote goal

Every plan starts with a number: how many votes win this seat, and where they come from. Persuasion universe, turnout universe, and the ranked-choice scenarios that decide close races.

  3. 03

    Build the plan & budget

Message architecture, contact plan, paid media flight, staffing, and a dollar-by-dollar budget tied to the calendar. One document the candidate, the treasurer, and the field director all work from.

  4. 04

    Execute and measure

We run the youth contact program and track the plan's benchmarks weekly — registrations, attempts, contacts, and movement in the turnout universe. When the plan needs to change, it changes on evidence.

  5. 05

    Close and account for it

GOTV across mail, early, and Election Day — followed by a post-election report you can hand to your next campaign, your caucus, or your board.

Youth voter outreach

The bloc that decides close races — and the one nobody calls.

Young Alaskans are the most likely to be unaffiliated, the most likely to move between elections, and the least likely to be on a campaign's contact list. That's a targeting failure, not an engagement problem.

  • Registration and re-registration drives at campuses, job sites, and community events
  • Peer-to-peer texting and relational organizing — young voters turn out for people they know
  • Short-form video and creator partnerships built by people who make it, not people who approve it
  • High-school civics and pre-registration programs that build the file years ahead of the race
